On June 20, 2019, Zhang Xiaoyong, vice-minister of the Organization Department of Shanxi Provincial Party Committee, together with leaders of the Organization Department of Shenzhen Municipal Party Committee paid a visit to SZU, and had meetings with Prof. Liu Hongyi, party secretary of SZU, and Prof. Zhang Xueji, vice-president of SZU. Prof. Yuan Yiming, deputy director of CCSEZR, Prof. Gao Xingmin, vice-president of Shanxi University of Finance and Economics, Prof Zhong Ruoyu of CCSEZR, and Dr. Chenpeng, secretary-general of Qianhai Institute for Innovative Research attended the meetings.

Secretary Liu Hongyi extended a warm welcome to the guests from the Organization Department of Shanxi Provincial Party Committee. He said that SZU would further deepen mutual cooperation invite the cadres of Shanxi Provincial Party Committee to study here, in a bid to establish a good cooperative relationship with CCSEZR, and deepen the cooperation and exchanges between Shenzhen and Shanxi. Vice-minister Zhang expressed his heartfelt gratitude to Secretary Liu for taking time out of the busy schedule to meet him during the faculty congress and introduced the purpose of his visit. First, he wanted to visit CCSEZR to know the policies of SZU's postdoctoral mobile station. Second, he hoped that the Organization Department of Shanxi Provincial Party Committee and the cadre training institution of CCSEZR would establish cooperation to help Shanxi Provincial Party Committee improve the skills of its cadre. Third, he wanted to know the operation of Shenzhen’s Qianhai Pilot FTA.
At the meeting, Vice President Zhang Xueji introduced the development of SZU, particularly its measures and achievements in talent fostering and introduction. Prof. Yuan Yiming, deputy director of CCSEZR, introduced the achievements and characteristics of CCSEZR, especially the achievements in promoting Shenzhen SEZ's successful experience in other domestic SEZs and FTAs and in the world, such as providing concrete solutions for Vietnam, Africa and other developing countries to establish SEZs and training international senior management personnel. At the request of the visitors, Prof. Gao Xingmin, deputy director of CCSEZR, further introduced postdoctoral recruitment and cadre training of CCSEZR, from system innovations such as postdoctoral policy pilot, off-campus practice base and university-enterprise cooperation, to the cadre training measures. For example, after being authorized by Shenzhen Municipal Human Resources and Social Security Bureau to conduct training operations, CCSEZR offers training programs for nearly 5,000 people from all over the country every year. Particularly, the comrades of the Organization Department of Shanxi Provincial Party Committee were impressed and inspired by the “Three-third system” faculty development and menu-based training scheme formulation. Vice-minister Zhang said that the Organization Department of Shanxi Provincial Party Committee would carry out in-depth cooperation with CCSEZR on the two fronts to offer Shanxi cadres training in the development experience of Shenzhen SEZ and improve their professional proficiency.

Dr. Chen gave a brief introduction to the development of Qianhai FTA. He said Qianhai played a role as a cooperation engine in the planning of Guangdong-Hong Kong-Macao Greater Bay Area. Qianhai relies on Hong Kong to serve the mainland, and the construction of Qianhai FTA takes system construction as the core, creating a new high ground for reform and opening up in the new era. Also, Qianhai will accelerate the building of a modern industrial system and create a model region with high quality and high speed of development. In the afternoon, vice-minister Zhang Xiaoyong and his party made a special trip to Qianhai to learn more about the achievements and future development plans of Qianhai FTA in recent years.
