On the afternoon of June 6th, 2009, young Russian scholar Anton Tugushev from CityU came to CCSEZR for academic exchange and visit. Prof. Yuan Yiming, deputy director of CCSEZR received Dr. Anton Tugushev. Dr. Ma Limei attended this meeting.
Prof. Yuan first welcomed Anton Tugushev’s visit and made a brief introduction to CCSEZR. He indicated that CCSEZR is the only academic institute focusing on the study of special Special economic Economic Zones (SEZs) among all key research bases for humanities and social sciences under the Ministry of Education. CCSEZR has partnered with international organizations and institutes such as the World Bank, United Nations Development Programme and African Development Bank to conduct program research and hold international forums and senior official training. CCSEZR has also established long-term relationships with emerging markets such as Vietnam, Russian Far East and Africa to offer policy consultation and SEZ planning for emerging market economics.
Dr. Anton Tugushev then introduced his academic background and research interests. Anton Tugushev has successively studied and conducted research in Russian Customs College and City University of HK with world SEZ as his main research interest He had in-depth exchanges with Prof. Yuan in terms of relative topics including the development milestone, experience replication and regulations of China’s SEZs.
Prof. Yuan indicated that SEZs are the an integral component of China’s Solution and a significant contribution that China’s 40-year reform and opening-up to the world. Institutional innovation test and driving holistic economic take-off are the two symbols that China distinguishes itself from other types of special economic development zones in the world. The institutional promotion effect springing from the transition from planned economic system to socialist market economic system with Chinese characteristics is the fundamental driving force behind the development of Shenzhen. Transformational development path and piloting institutional reform remain at the core of the development of SEZs in the future.
At last, Prof. Yuan donated books under the academic brand of CCSEZR including the report on Development of China’s SEZs (blue paper in English), Research on China’s SEZs (collected papers in English) to Dr. Anton Tugushev. Dr. Anton Tugushev presented a gift implying good friendship between China and Russia in return. The meeting came to an end in a friendly atmosphere and all attendees took a group photo.
