With the beginning of Prof. Tao Yitao’s lecture titled the Historical Contribution of Shenzhen Special Economic Zone to China's Reform and Opening-up and Its Successful Experience, her words of “Shenzhen University (SZU) has 600 more alumni in Harbin New Area” symbolized the expansion of the “Shenzhen- Harbin” strategic cooperation in both depth and breadth, and the reception of benefits from such cooperation by the young cadres in the New Area.
In March, 2017, the General Office of the State Council issued the Work Plan on the Cooperation between Certain Provinces and Cities in Northeastern Region of the PRC and Partner Provinces and Cities in East China, which clarified the strategic cooperative relationship between Harbin and Shenzhen and created a favorable opportunity for the two cities to complement each other’s advantages and to achieve mutual benefits. Whiling studying on the job in Shenzhen, Wang Tieli, mayor of the New Area, witnessed Shenzhen’s vitality in innovation, influence on the world and cutting-edge reform measures. While improving his overall quality, leadership and managerial skills, Mr. Mayor partnered with the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development (BRRIICD) in young cadre training. This partnership provided a great learning opportunity for young cadres from Harbin New Area to introduce up-to-the-minute management concepts, frontier reform experience and practical and innovative measures of Shenzhen to New Area for high-quality development.
On May 17, 2019, the opening ceremony of the first training class for young cadres from Harbin New Area was held in Harbin Experimental School. Attending the opening ceremony were Wang Tieli, Sun Zhao, Cheng Yanan, Ding Wei and Prof. Tao Yiao. Wang is director of the New Area Administrative Committee, deputy secretary of Songbei District Party Committee and mayor of the Harbin New Area. Sun is a member of the Standing Committee of the CPC Committee and executive deputy mayor of New Area. Cheng is a member of the Standing Committee of the CPC Committee and director of CPC Committee Organization Department. Ding is deputy mayor of New Area. And Prof. Tao is director of China Center for Special Economic Zone Research (CCSEZR) of SZU, president of the Belt and Road Research Institute of SZU and also president of the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development (BRRIICD).

The opening of the training class is not only another important achievement of the “Shenzhen-Harbin” strategic cooperation, but also a strategy to build the modern governance system of New Area government and to improve the modern governance capacity of the cadres, and a significant move to promote the high-quality development of New Area.
Scene of the lecture
This training is characterized as follows:
First, the training is action-packed with a strong line-up of teachers. The training sets up 20 courses that involve institutional innovation, innovation & entrepreneurship practice, construction of free trade zones, development of the Greater Bay Area and smart city construction. Not only it offers the most cutting-edge reform and innovation experience, but it also serves as an action guide for New Area’s high quality development. The teachers come from BRRIICD, Qianhai Institute for Innovative Research, SZU, and the Party School of Guangdong Provincial Party Committee, Party School of Shenzhen Municipal Party Committee and General Office of Shenzhen Municipal Government. They are all senior and renowned experts in the research of Special Economic Zones (SEZs), boasting rich theoretical and practical experience in the SEZ construction.
Second, the training features a large number of attendees and covers all government sectors. The training is run on a voluntary basis and attended by over 600 cadres and employees from over 50 departments in Jiangbei Integrated Development District of New Area with age spanning from 22 to 59. These attendees basically represent all government sectors as some of them work on the management post, and others on the grassroots post; some are from government departments and others from businesses and public institutions.
Third, the training is well managed to achieve intended results. Organized and implemented by the Education Bureau of New Area, the training adopts an electronic attendance, and credit system and steps up efforts in learning and practice management of attendees to ensure training quality by means of attendance, course learning, training log, and training summary. Each attendee is required to bring up “a challenge confronting his/her work, a typical case in administrative management, and a theoretical problem that needs to be resolved during training”. This way, they can connect the workplace challenges with learning activities and use what they have learned to guide their work.
We firmly believe that this training will optimize the knowledge structure of the young carders from New Area, expand their perspective, keep them better motivated, further improve their capacity to emancipate the mind and to promote high-quality development of New Area, further enhance their managerial skills and abilities to administer by law, and ensure that they can make new and greater contributions to the New Area construction.
