On May 17, the eleventh session of the “Emancipating Mind to Promote High-Quality Development” Forum was delivered at the Harbin Municipal Party Committee Party School. This Forum is an event organized by Harbin municipal government to better implement the spirit of the speech made by General Secretary Xi Jinping at the symposium on advancing revitalization of northeast China and the important instructions given during his inspection visit to Heilongjiang province, and to push the discussion on “emancipating the mind to promote high-quality development” in Harbin in an all-round manner. Prof. Tao Yitao delivered a lecture entitled “The Theoretical and Practical Significance of the Development Plan of Guangdong, Hong Kong and Macau Greater Bay Area”. Prof. Tao is the director of the China Center for Special Economic Zone Research (CCSEZR) of Shenzhen University (SZU), president of the Belt and Road Research Institute of SZU and also president of the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development (BRRIICD). This lecture was hosted by Hu Yongqin, director of Harbin Municipal Party Committee Party School, and attended by officials and leaders of municipal departments and organizations and major members of the Party School. Breakout sessions were set up in each district, and county (city) for leaders of the CPC Party Committee, Municipal People’s Congress, government and CPPCC, presidents of the People’ Court, procurator-generals, and officials of county (city) departments, organizations, sub-district office and township party and government officials to watch the lecture via a videoconference system.

Prof. Tao delivered the lecture in a way that is organic, profound yet easy to understand from the following four aspects: 1. Comparison between the formation mechanisms of the Greater Bay Area in China and other countries and its theoretical significance. 2. Interpretation of the Development Plan of Guangdong, Hong Kong and Macau Greater Bay Area. 3. Construction progress of the Greater Bay Area and what to do next. 4. Practical significance of the Development Plan of the Greater Bay Area and the special role of Shenzhen in the Plan.
