During May 26 to 29, 2023, the “Heilongjiang - Guangdong Economic Cooperation - High-end Dialogue between Government, Businesses and University on Cross-Regional Coordinated Development of the Greater Bay Area and Mudanjiang” series activities was successfully held in Mudanjiang. These activities were jointly sponsored by the China Center for Shenzhen Special Economic Zone Research (CCSEZR), the key research institute of humanities and social sciences under the Ministry of Education, the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development (BRRI) and Mudanjiang Municipal Committee and Government. It is to implement the spirit of the 20th CPC National Congress. Through the dialogues among cross-regional governments, enterprises and think tanks, the coordinated collaboration between Heilongjiang and Guangdong shall be further deepened to boost high-quality development and high-level opening up of the Northeast region.

It is worth noting that motivating everyone's spirit of creativity, innovation and creation is a critical move for Chinese culture to realize creative transformation and innovative development. As a result, "creativity for all" becomes a key measure to cultivate people of high quality. It features the leading power of artists to make everyone the main part of creativity. Zhang Xiaohong, Vice President of SZU

Tao Yitao, Director of CCSEZR and President of BRRI
Director Tao believed that “Heilongjiang - Guangdong Economic Cooperation” plays a unique geographic and locational role in strategic deployment for cross-regional coordinated development. On the 10th anniversary of the Belt and Road Initiative, and against the backdrop of the general trend of China's opening up from the coast to the borders, today's exchange and dialogue are the enlightenment of wisdom, collision of ideas, echoing of concepts, and outlining of the future. Under the dual circulation development pattern, the exploration of methods and paths of regional coordinated development, the mutual benefit and sharing of resources and location advantages, and the design and search for solutions to development and prosperity for all will surely realize the new goal of high-quality development and high-level opening up in the new era. Tao had faith that under the framework of Heilongjiang - Guangdong Economic Cooperation, the resource docking, factor flow and mechanism exchanges between the North and the South would not only drive new momentum for economic development, but also promote the transformation and renewal of concepts, as well as the civilization of social regulation and the social efficiency and prosperity.
Song Haifeng, Director of the National Engineering Research Center for Protein Drugs
Director Song Haifeng said that the China-Mongolia-Russia Economic Corridor (CMREC), one of the six corridors of the Belt and Road, connects China, Mongolia and Russia. It can promote regional economic integration and strengthen economic ties and cooperation among the three countries. First, CMREC can advance trade and investment liberalization among the three economies, reduce barriers and improve convenience among trade and investment, and further foster economic development. Second, CMREC requires a large amount of infrastructure, including highways, railways and ports. These infrastructures push for regional economic development, improve transportation efficiency and reduce logistics costs. Finally, CMREC can forward industrial upgrading and transformation among the three countries, and advocate the development of high-tech industries and emerging industries to improve industrial competitiveness.
Chen Yong, member of the Counsellors' Office of People’s Government of Guangdong Province
Chen Yong mainly analyzed the U.S. sanctions on China's economy and science and technology and China's countermeasures and solutions. He pointed out that the core issues of Sino-US economic and trade relations lie in the containment, blockade and suppression of China's science and technology industry by the United States, and thus China must develop a new whole-nation system to achieve self-reliance and self-improvement in science and technology. In particular, the experience and lessons from ZTE and Huawei proved that core links in the supply chain, such as key parts, key components, and key raw materials, must be independently controlled by ourselves to prevent them from being strangled.

Zheng Guiquan pointed out that since the 18th CPC National Congress, General Secretary Xi Jinping has personally charted a new blueprint, and directed a new course for the all-round revitalization of Northeast China in the new era. Located in the hub of the Northeast Asian Economic Circle between China, Russia, Japan, North Korea, South Korea and Mongolia, Mudanjiang City, with its long history and profound cultural heritage, has a unique location advantage in the construction of the "Belt and Road" and "China-Mongolia-Russia Economic Corridor". Under the trend of new technology revolution and industrial transformation, Mudanjiang has undoubtedly stepped onto a new historical turning point. The unique characteristics of economy and trade in the Greater Bay Area include: it gathers a large number of high-tech enterprises, with dominant cutting-edge technology-driven features; it has a unique geographical advantage of proximity to Hong Kong and Macao and standing as China's link with countries in South East Asia and Pacific Rim; in addition, its deep industry integration and convenient asset exchange greatly facilitate trade cooperation and capital flow; and finally, the government's support and kinds of preferential policies. At the economic and trade level, Mudanjiang and the Greater Bay Area should, on the one hand, further strengthen and make full use of their respective regional advantages based on local conditions and form a complementary development. On the other hand, full exchanges and communications, cross-regional coordinated development strengthening, and regional economy enhancement are required to realize modernization with Chinese characteristics.

As the core engine of the Greater Bay Area, Shenzhen is the most successful special economic zone and a pilot demonstration area of socialism with Chinese characteristics; while Mudanjiang is a key strategic pivot city of the "China-Mongolia-Russia Economic Corridor" and the Silk Road Belt of Heilongjiang River, and a bridgehead and hub for China's opening up to Russia along the border.
