Introduction
In an attempt to fully study and implement the spirit of the 20th CPC National Congress, the speeches and important instructions made by General Secretary Xi Jinping during his inspection of Guangdong province, and fulfill the spirit of the Guangdong Provincial High-Quality Development Conference, the Publicity Department of the CPC Guangdong Provincial Committee launched “Practice of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era — Guangdong Provincial High-Quality Development Investigation” initiative. The research group visited Guangzhou, Shenzhen, Zhuhai, Shantou, Foshan, Qingyuan, Chaozhou, Dongguan and Zhanjiang, where President Xi inspected, and conducted research on key fields and industries, and closely investigated the demonstrations of Xiconomics in Guangdong. With experiences summarized, shortcomings analyzed and suggestions proposed, sectors at all levels are expected to keep high-quality development as their top priority to explore the path to Chinese modernization in Guangdong.
Prof. Tao Yitao, an outstanding social scientist of Guangdong province, Director of CCSEZR, Leader of the Discipline of Theoretical Economics and President of BRRI, takes charge of the research report of “Shantou High-Quality Development” as a chief expert, along with CCSEZR Prof. Yuan Yiming, Assistant Professor Ma Limei and Miao Lu and doctoral and master’s graduates in Theoretical Economics. This research project was listed as a key commissioned project of Guangdong Humanities and Social Science Research.
Recently, the “Practice of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era — Guangdong Provincial High-Quality Development Investigation” initiative has been launched by the Publicity Department of the CPC Guangdong Provincial Committee. Led by renowned experts from Guangdong province, fourteen research groups carried out intensive investigations on high-quality development. From March 8 to 15, Prof. Tao, former Deputy Secretary of the Party Committee of SZU, led the experts to Shantou. Through “Conference + Field Research”, they discussed critical issues confronting Shantou’s development and offered advice based on its status quo. Ye Xian, a member of the CPC Shantou Standing Committee and Minister of the Publicity Department of Shantou, Deputy Mayor Zhao Zhitao and Peng Congen attended some events.
During the visit, two conferences on high-quality development were held. A profound exchange of views has been performed between the research group and representatives of the Shantou Policy Research Office, Development & Research Bureau, Municipal Science and Technology Bureau, Industry and Information Technology Bureau, Commerce Bureau, Statistics Bureau, and Investment Promotion Bureau. The group learned about the development of key fields and industries, analyzed their strengths and issues and proposed valuable suggestions and advice.
In recent years, Shantou stayed committed to "putting priorities on industrial development", accelerating the building of an industrial development pattern of “New energy, new material and a new generation of information technology; characteristic traditional industry of textile and apparel and creative play; the big health industry”, and building a modern industrial system, to direct at motivating Shantou to catch up forthwith in the new era of special economic zone development. The research group expressed their full recognition of Shantou’s implementation of the spirit of the 20th CPC National Congress and the requirements of the Guangdong Provincial High-Quality Development Conference and the progress made during high-quality development practice. It is pointed out that with a distinctive geographical location, superior natural environment, profound cultural heritage, and aligned development pattern to Guangdong development strategy, Shantou, as a home to overseas Chinese, is about to embrace a promising future with full potential. It is expected that Shantou can leverage its advantages to boost high-quality development in all respects.
The research group also went to Jinping District, Longhu District, Chenghai District, Haojiang District, Comprehensive Bonded Zone, Overseas Chinese Economic and Cultural Cooperation Experimental Zone for field research, and visited representative enterprises in the fields of new energy, new materials, a new generation of information technology, textile and apparel, creative play and big health industry, as well as colleges and universities and scientific research institutions in Shantou. They gained an in-depth understanding of the development of enterprises, higher education, scientific and technological innovation and industrial planning and deployment.
