Special Economic Zones Blue Book: Annual Report on the Development of China's Special Economic Zones is one of the high-end academic brands and iconic scientific research achievements created by CCSEZR, SZU, a key research base of humanities and social sciences of the Ministry of Education. The first report, a report of the Ministry of National Education, was published in 2009, and included in China's Blue Book Plan, which is the only blue book for special economic zones (SEZs) nationwide. The Report, using a dynamic research method, reflected the yearly progress, problems and challenges of politics, economy, society, culture, system, environment, innovation and reform in traditional SEZs such as Shenzhen and emerging SEZs such as Kashgar, Khorgos and Tumen River, as well as their countermeasures. It is authoritative, pioneering and original, and has had a landmark impact in and outside of China. It is not only an important achievement in the study of SEZs, but also an important historical source for the study of China's SEZs, and has become an academic brand with international influence in Shenzhen.
The full Report is divided into four parts: a general report, a thematic research report, a sub-report on the development of the SEZs and a report on the dynamic development of the SEZs. Where, the general report is the outline, which is also an overall review of the development status of China's SEZs, including the pilot reform zones and some new SEZs, from the perspective of the overall national development strategy. The thematic research report, starting from the development status quo, comparative analysis and policy suggestions of SEZs, summarizes and analyzes the problems arising from transformation, utilization of resources and sustainable development, economic and social development, social security, scientific and technological innovation, financial system reform and cultural industry in SEZs. It also put forward development suggestions targeting each specific problem. Sub-report on the development of SEZs is a historical record and review of the five traditional SEZs, Shanghai Pudong New Area and Tianjin Binhai New Area. It revolves around the comparison of special issues facing different SEZs and their case analysis, including the five traditional SEZs, namely, Shenzhen, Zhuhai, Shantou, Xiamen, and Hainan, as well as the two new areas mentioned above. The report on the dynamic development of SEZs helps reflect the adjustment of China's regional development strategy, introducing and learning from foreign experience, especially the flexible and scalable development of SEZs in emerging market economies.
