On November 14, the Talent Fair of China Hi-tech Fair 2018 (CHTF 2018) unveiled in Shenzhen. As one of the important sections of CHTF 2018, the University President Forum has received extensive attention from all walks of life. The Forum was jointly organized by the Human Resources and Social Security Administration of Shenzhen Municipality, Shenzhen Talent Group Co., Ltd and Belt and Road Research Institute of Shenzhen University. Ai Xuefeng, deputy mayor of Shenzhen, and Sun Fujin, director of the Human Resources and Social Security Administration of Shenzhen Municipality, attended the forum and listened to all speeches and discussions of the guests.
Prof. Tao Yitao, director of the China Center for Special Economic Zone Research (CCSEZR), Shenzhen University (SZU), a key research base of humanities and social science under the Ministry of Education, dean of the Belt and Road Research Institute of Shenzhen University and also dean of the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development (BRRIICD), attended the forum and served as the host and a key speaker. The Forum was also attended by Liu Wei, president of the Renmin University of China, Sui Guangjun, Party Secretary of CPC Committee of Guangdong University of Foreign Studies, and Andrei Sgucharlenko, vice president of the Imperial Academy of Arts.

At this forum, several key guests focused on development of technology and innovation talent and cooperation in Guangdong-Hong Kong-Macao Greater Bay Area and exchanged ideas with one another.
President Liu Wei said he believes that colleges and universities are duty-bound to enhance the training for international talent. At present, we need to accelerate the reform of China's national education system and promote the innovation of talent management system. At the same time, we must step up investments in talent, improve the incentive security mechanism and deepen the reform of revenue distribution mechanism of public institutions to gradually establish a revenue distribution mechanism and strengthen the protection of intellectual property rights.
Secretary Sui Guangjun said, "we are in urgent need of a large number of high-caliber international talent for legal, social and cultural services. In the future, the construction of the Greater Bay Area requires international and innovative talent with global competitiveness and clout to play a role in these areas. In terms of international talent training, we need to pursue the "usher-in" and "go-global" strategies. Next, we will further explore the path, methods and policies for deepening cooperation between colleges and universities in Guangdong-Hong Kong-Macao Greater Bay Area to strengthen and expand their cooperation on talent cultivation."
Prof. Tao Yitao pointed out that as measured by the United Nations Global Cities Index, Shenzhen is moving from the intermediate to the advanced level of internationalization. Shenzhen shows edges in per capita GDP and per capita consumption. However, another US survey report shows that Hong Kong ranks fifth in the world for 11 consecutive years in the global cities index, while Beijing and Shenzhen rank ninth and 79th respectively. Such ranking is worth thinking about for Shenzhen.
She said, "Shenzhen takes a lead in opening-up but is lack of internationalization primarily because of failure to complete the progressive process from “economy-first” to overall development." Prof. Tao Yitao said that the internationalization of knowledge-based talent will become the basis for Shenzhen to maintain a culture and spirit of innovation. Although Shenzhen is an immigrant city, considering intellectual immigration and international mobility of talent, Shenzhen's internationalization of population is at a relatively lower level than that of Shanghai, Beijing, Guangzhou and Hong Kong.
Prof. Tao Yitao suggested that Shenzhen has a broad institutional supply space for the introduction of knowledge-based international talent. It can take the lead in establishing a scientific, pragmatic and complete knowledge-based foreign talent introduction mechanism and technology immigration system in China. From an international perspective, Shenzhen should have an international financial risk control system in place. The quality of lawyers and certified public accountants, especially that of such foreign talent, are significantly less than that of Beijing and Shanghai. We can learn from the four schemes implemented in Hong Kong.
Prof. Tao Yitao believes that the extent of internationalization shown by free mobility of international talent determines the future development of Shenzhen to a great extent. Talent have created a glorious past for Shenzhen and will underpin the future of Shenzhen's development.
