On the morning of July 8, 2021, a delegation led by Prof. Tao Yitao, director of China Center for Special Economic Zone Research (CCSEZR), Shenzhen University (SZU) and president of the Belt and Road Research Institute (Shenzhen) for International Cooperation and Development (BRRI) paid their visit to Haidian Pioneer Park accompanied by Ma Jin, director of the Talent Bureau of the Organization Department of Beijing Municipal Committee of Communist Party of China (CPC), and Chen Jing, managing director of KINGREAD, a consulting agency. Other delegation members include Gao Xingmin, deputy director of CCSEZR and council member of BRRIICD, and Zhang Yiqing, assistant to the dean of BRRIICD.
The delegation received warm welcome from Bi Shuqin, secretary of the leading Party members group of Haidian Federation of Industry & Commerce, and Zhao Xinliang, director of Haidian Pioneer Park (HPP). In the exhibition hall of the Park, Director Zhao introduced in detail the historical milestones, business and achievements of the Park.

After the tour in the exhibition hall, Secretary Bi Shuqin extended a cordial welcome on behalf of Haidian Federation of Industry & Commerce Industry and HPP to the delegation, and introduced the development history of Shangdi Street and the HPP. She expressed strong desire for more interactions with CCSEZR and BRRIICD. Secretary Bi mentioned that China has three most amazing streets, i.e. Yuehai Street in Nanshan District, Shenzhen, Shangdi Street in Haidian District, Beijing, and Lujiazui Street in Pudong New Area, Shanghai. The cooperation of both sides is the cooperation of think tanks and entrepreneurship parks in two most extraordinary streets in China. The districts where the two sides reside both have significant resource advantages. The HPP is full of universities and elites, and highly strategically important for China’s economic growth. The district where CCSEZR and BRRI reside is the frontline of China’s reform and opening-up and also an innovation center of the country. She believed that the partnership of two sides will yield unique fruits in the future.
Prof. Tao thanked Secretary Bi and Director Zhao for the kind reception of the delegation, and expressed her admiration to the great achievements made by the HPP after gaining a better understanding of the Park’s history. Then, Prof. Tao provided basic information about CCSEZR and BRRIICD. She said that BRRIICD will join hands with HPP to build a new cooperation model “Think tank + Tech park” by leveraging its resource advantages in the countries along the route of the Belt and Road initiative, so as to promote industry-academy-research collaboration, innovation and growth and to fulfill the mission of BRRIICD as a private think tank to serving the country.
After comprehensive communication, the two sides reached consensus on cooperation in many fields. They both expected to harness each other’s strength and resources, facilitate free flow of innovation resources, explore an effective path to cross-regional collaborative innovation, and contribute their wisdom and strength to the implementation of the Belt and Road initiative and the national scientific and technological innovation strategy.

Appendix: Introduction to Haidian Pioneer Park
Founded in October 1997, Haidian Pioneer Park is the first incubator in Beijing for science and technology enterprises established by overseas returnees. In October 2007, Haidian Pioneer Park became a joint unit of the Ministry of Human Resources and Social Security of the People's Republic of China (formerly the National Ministry of Personnel) and the People's Government of Beijing City.
After years of efforts, Haidian Pioneer Park (HPP) has owned three incubation bases and established a comprehensive incubation service system comprised of “one center, three platforms, and six services”. As a cradle for numerous outstanding enterprises and entrepreneurs, HPP has received wide attention and recognition from the leaders of the CPC and Chinese governments and all walks of life. In 2000, Jiang Zemin, then General Secretary of CPC visited the HPP. In 2003, Hu Jintao, then General Secretary of CPC met the founders of outstanding enterprises in the HPP.
