Gao Shangquan, former Deputy Director of National Committee for Economic System Reform and former Chairman of Economic System Reform of China, passed away at the age of 92 in Beijing in the afternoon on June 27, 2021. Mr. Gao has participated in drafting documents for six important meetings of the Central Committee, including the Third Plenary Session of the Twelfth Central Committee in 1984, the Third Plenary Session of the Fourteenth Central Committee in 1993, and the Third Plenary Session of the Sixteenth Central Committee in 2003. His revolutionary proposals on “enterprise autonomy”, “commodity economy” and “labor market” have strongly promoted China’s reform and opening-up and the development of reform theories. As a reformer who have witnessed and engaged in the design of China’s reform mechanism in 1980s, Mr. Gao has always insisted on market-oriented reform and was honored by all walks of life.
Mr. Gao has always paid closer attention to and supported the development of the Theoretical Economics discipline at Shenzhen University (SZU). He has attended and delivered excellent speeches several times in the World Special Economic Zone Development Forum, an annual international academic conference hosted by China Center for Special Economic Zone Research (CCSEZR), SZU. Mr. Gao is a pioneering thinker and theorist of China’s reform and opening-up. He has left us valuable assets, i.e. his boldness, wisdom and insights on reform, opening-up and socialist market economy. Though his body has gone, his spirit will live on.
